A needs assessment carried out for the Trust in 2002 identified three key areas it would need to address to meet the requirements of Trustees and beneficiaries alike as a platform for growth for the tribe. These key areas became the foundation upon which the Trust has built the organisation in order to meet the needs of its constituency:
